Integrated Systems Planning
The PIM was developed from an integrated systems planning perspective with the idea that desal processes do not operating in isolation from the rest of a water utility or the broader community. Desal operations must be integrated - physically and institutionally - into the rest of the utility's systems, the community's social-political systems, regional energy systems and applicable environmental and related regulatory systems.
